SALEEM and SABER Platform

SALEEM stands for the Saudi Product Safety Program, dedicated to ensuring consumer safety in Saudi Arabia regarding products available in the market. To fulfill this objective, the Saudi Standards, Metrology and Quality Organization (SASO) introduced the “”Saber”” platform. This platform is a digital systems under the Saudi Safety Program, which enables beneficiaries (commercial facilities, government entities, individuals) to register their facilities and consumer products, whether imported or locally manufactured, to obtain the required certificates.

SASO classifies consumer products into three risk categories: low, medium, and high risk. Technical regulations are established for medium and high-risk products (regulated products). Notified bodies utilize these regulations to assess product compliance and issue Certificates of Conformity accordingly.

For products imported into Saudi Arabia, registration on the Saber platform is mandatory. The platform facilitates the issuance of Certificates of Conformity in two phases:

1. Product Certificate of Conformity (PCoC) Issuance:
PCoC is issued for regulated products, either by a notified body (valid for one year) or directly through the Saber platform for products under approved conformity programs (e.g., Saudi Quality Mark).

2. Shipment Certificate of Conformity (SCoC) Issuance:
PCoC is a prerequisite for obtaining SCoC for shipment of regulated products. SCoC is issued by the same notified body as PCoC and is specific to a particular shipment.

For non-regulated products (low risk), SCoC is obtained directly from the Saber platform, bypassing the notified bodies.

This streamlined process ensures that consumer products meet safety standards and regulatory requirements before entering the Saudi market, contributing to a safer and more compliant marketplace.
